CPAN Celebrates Senate Passage of SB 1013, a Win for Michigan Policyholders

LANSING, Mich.—(July 6, 2026)—In a big win for Michigan policyholders, the state Senate last week passed SB 1013, legislation that would ban insurance companies from using "price optimization" to set rates. This is an important step toward a well-balanced and fairer auto insurance system where the price you pay reflects your actual risk of loss, rather than what insurance companies think you will tolerate.

CPAN President Margaret Kroese thanked Sen. Jeremy Moss for sponsoring SB 1013, and Sen. Mary Cavanagh, chair of the Senate Committee on Finance, Insurance and Consumer Protection, for her leadership in building an auto insurance system that works for Michigan drivers and their families.

"This is a win for every Michigan policyholder," Kroese said. "A fair system is one where your rate reflects your actual risk on the road while providing the coverage you need to protect your family. We're grateful to Sens. Moss and Cavanagh for their work, and we look forward to supporting this bill as it moves through the House."
